The specific objectives of the project were to help strengthen the capacity of the Government of Albania to manage its work in setting priorities, programming and co-ordinating foreign aid, developing the Public Investment Programme and implementing elements of the Phare Programme through a decentralised structure of responsibility, including in particular the European Dimension PMU. A substantial programme of on-the-job and formal training was included within the project.
