The Tacis Programme provided assistance to the NIS countries in the transition to a market economy underscored by democratic principles. The objective of this project was to enhance the visibility of Europe as a global players through the Tacis programme. The project involved the design and implementation of communication activities that promoted the role of Tacis in the context of Partnership and Co-operation Agreements and ensured that different target groups in the beneficiary countries were aware of Tacis external assistance as an integral part of EU external policy.
EIR was responsible for the establishment and operation of a network of Local Information Officers (LIO) based in 6 Tacis Partner countries (Russia, Kazakhstan, Ukraine, Uzbekistan and Azerbaijan) responsible for covering the entire region of Eastern Europe and Central Asia. The LIO's helped to select and tailor material use for communication within the local country context and supported in the production of Video News Releases (VNR).
