The overall objective of the assignment is to transfer EU experience and best practice and support the implementation of EU acquis in the further development and eventually adoption of the legislation of the Azerbaijan Republic to govern energy saving and energy efficiency. This involves the following activities:
a) Undertake a concise review of the current legislation in force applicable to energy efficiency issues and compared it to similar legislation that is in force in two Eastern European Countries (one EU Member State and one INOGATE Partner Country)
b) Prepare recommendations for finalization of the draft law on energy saving and energy efficiency, as well as for the further development of the relevant primary and secondary legislation of the Azerbaijan Republic to govern energy saving and energy efficiency, including establishment of the Energy Efficiency Fund
c) Present the results and recommendations during a one-day work shop at the Ministry of Energy with participation of other relevant national stakeholder.
