Review of the ENPI 2011 Sector Policy Support Programme

Since the introduction of the Neighbourhood Partnership Instrument (ENPI) in 2007, ‘sector budget support' became a major modality of regular aid assistance of the European Union to Moldova under the form of grants (not reimbursable assistance). Budget support in the amount of 42.6 million has been provided to the Moldovan authorities for support to reforms in the energy sector.
The main objective of the Sector Policy Support Programme for Energy Sector (SPSP) is to support the reform of the energy sector and to facilitate technical improvement in its operation. It will offer a flexible instrument to support the government’s efforts towards further progress on the implementation of the Moldovan energy strategy and energy sector development. This will be achieved through the support of the interventions in the preparation and adoption of appropriate legislation that are set out in the policy matrix, as well as technical assistance and policy dialogue.
EIR is carrying out review missions to assess the accomplishments of Policy Matrix stipulations and benchmarks of the SPSP ENPI 2011 Support to Reform in Energy Sector in Moldova. The following sectors will be assessed against indicators of achievement:
· Adoption of the energy efficiency and renewable energy policy and legal framework
· Creation of EE and RES institutional capacities
· Promotion of research and development
· EE and RES project support
