The overall objective of this project was to increase the effectiveness of national development policy and accelerate the Bulgarian pre-accession process in this respect by developing a modern approach to both national and regional development policy, institutions and instruments and with preparing Bulgaria to manage national sectoral and integrated regional and local development programmes.
Support was provided to the overall preparation of the National Development Plan including participation in the sectoral plan for Human Resource Development and preparation of 2 Regional Development Plans in accordance with EU Structural Funds principles. Assistance was also provided to regional development organisations and practitioners on the central and regional levels. The Phare 2000 Programme of Support for investment in economic and social cohesion was also elaborated.
