As part of EBRD's process of preparing its new comprehensive energy policy a series of public consultation workshops were organised. The objective of the workshops was to identify and receive comments from stakeholders outside the Bank on existing policies and to discuss how they could potentially be changed in light of recent discussions and developments in the sector and countries of operation. Stakeholder groups included national governments, regional/local governments, international and national NGOs, academia, research or environmental institutions, donor agencies, business and industry. The workshops were organised in London, Moscow and Sofia.
EIR provided the following services:
(1) Development of the workshop agenda
(2) Preparation of the “Discussion Paper” outlining the main areas and direction of energy policy that would need to be examined and addressed in the workshops
(3) Identification of participants and securing their participation
(4) Provision of workshop facilitators
(5) Preparation of workshop proceedings
(6) Preparation of a Consultation Summary Report with key recommendations for the new energy policy
