Preparation of a concept note and a road map for the setup of an independent energy regulator, towards the development of the country’s energy market

The general objective of this assignment was to assist the Ministry of Energy of the Republic of Azerbaijan in understanding the necessity of setting up a national regulatory authority for energy, in the context of implementation of its strategy for the effective development of the country's energy sector based on competitive market principles. More specifically, this involved:
1) Assisted the Ministry of Energy in understanding the concept and acquiring “ownership” of the whole set of activities aiming to setting up an independent energy regulator. This was achieved through transfer of relevant experience from the EU and other countries, to the relevant actors in the Ministry along with their mobilisation towards implementation of the various tasks.
2) Assisted the Ministry in carefully designing the road map for setting up an independent energy regulator, including the context, expected deliverables, actual involvement of market stakeholders in the various activities, and comprehensive sequence of the needed actions.
