The INOGATE Programme provided technical assistance for improving the security of oil and natural gas supplies to Europe, and the development of an institutional framework of cooperation in the energy sector between the countries involved (through the Umbrella Agreement). The Support Group supported the INOGATE Programme in achieving its objectives. One of its main focuses was on the promotion of the INOGATE objectives to potential European investors and other public and private institutions, (production of brochures, website, etc), and assistance to the development of the institutional framework of cooperation, important for securing the supply of energy to Europe. More specifically, this involved:
(1) Promoting and communicating the INOGATE Programme through the development of a communication strategy and use of specific communication tools. Promotion and communication activities were undertaken to target groups in the EU, Central and Eastern Europe, Caucasus and Central Asia
(2) Promoting European investments in energy infrastructure projects in the oil and gas sectors. One of the main functions of the INOGATE Support Group was to assist the EC and participating countries in mobilising the interest of potential European investors and other public and private institutions that could contribute to the realisation of the INOGATE Programme.
