Evaluation of large scale projects selection documents for the final approval of the Joint Monitoring Committee and European Commission

The Joint Operational Programme Romania-Ukraine-Republic of Moldova 2007-2013 Joint Operational Programme Romania-Ukraine-Republic of Moldova 2007-2013 provides the framework for the implementation of cross border activities in the context of the European Neighborhood and Partnership Instrument (ENPI). The aim of the Joint Operational Programme is to improve the economic, social and environmental situation in the Programme area, in the context of safe and secure borders, through increased contact of partners on both sides of the borders.
The overall objective was to provide support to the Joint Monitoring Committee in the evaluation process of the large scale projects (LSP) selection documents for the purpose of final assessment and approval of the LSPs envisaged to be financed within the Joint Operational Programme.
EIR provided high quality evaluation services of the LSP selection documents by:
1. Examining if the proposed action met the LSP eligibility criteria, as stated in the Selection Procedure of large scale projects and the LSP guidelines for applicants;
2. Examining and evaluating the proposals from the point of view of: financial and operational capacity, relevance, effectiveness and feasibility of the action, sustainability of the action, budget and cost-effectiveness of the action
3. Examining and evaluating the feasibility study and environment impact assessment.
