The overall objective of this project was to promote new energy technologies and enhance the technology co-operation between the EU and Russia through the establishment of the EU-Russia Energy Dialogue Technology Centre (TC) based in Moscow. The TC was established as an initiative identifed within the framework of the on-going EU-Russia Energy Dialogue. Its objectives were to promote new and advanced energy technologies and faciliate the attraction of investment financing for priority projects in the energy sector in Russia. The TC also aimed to contribute towards the greater policy objectives of the EU-Russia Energy Dialogue which call for the enhancement of energy safety and security in particular through the harmonisation of technical norms and standards, as well as the reinforcement of maintenance practices in the energy sector. The TC focused on technologies in the sectors of oil and gas ; electricity ; coal ; renewable energy ; energy efficiency.
EIR was responsible for three main components of work in the project:
(1) Establishment and operation of the EU-Russia Technology Centre
(2) Information dissemination and communication component
(3) Overall coordinator of activities for the hydrocarbons sector and main responsible for the implementation of activities for the gas sector in cooperation with Eurogas
(4) Main expertise for investment attraction and project development for financing
