Development of the Child Welfare Services; Public Awareness Campaign to Prevent

The child welfare system in Romania was state run and centralised, besed on residential, non – personalised care. InstitutionaIisation was not only encouraged, but also presented as a good solution both for the families in difficulty. As a result thousands of children were abandoned or placed in state institutions, under inadequate circumstances, deprives, or pesonalised care suited to their needs. The overall objective of the programme was to reduce the number of abandoned children and the number of institutionalised children through alternative community integrated services (as alternative to the childcare institutions) created at a local level, as well as through informing parents about these services. In this framework, the purpose of this public awareness campaign was to bring attitudinal and behavioural changes of the parents / families in taking care of their children. The public awareness campaign communicated the following to target groups:
(1) the importance for a child to be brought up in a family environment
(2) the bad effects of the child institutionalization and abandonment
(3) the existing alternative opportunities and services to prevent the abandonment and the institutionalization
