Assessment and gap analysis of the energy sector in Zambia

The global objective of the proposed assessment and gap filling mission was to provide decision-makers in the Government of Zambia and the European Commission with sufficient information to be in position to map possible energy interventions in the ongoing 11th EDF programming exercise. The specific objectives were to undertake an energy sector analysis & needs assessment and to outline areas of intervention for possible future donor activities in Zambia, in both the national and the regional context. An additional output was to provide background data for potential hydro-electrical generation and distribution projects and alternative sources of energy that could generate economically viable investments as a basis for further discussions in the planned "Energy Seminar" that was held in Lusaka on June 2013.
EIR provided services in:
§ Conducting an analysis of existing documents and existing data.

§ Undertaking a stakeholder mapping and consultations focussing on relevant government organizations and their parastatals, both traditional and new potential donors/agencies/organisations/financial institutions; regional organizations and private sector organizations active and interested in the energy sector
§ Undertaking a situational analysis of the energy sector and needs assessment/gap analysis
§ Visiting relevant locations of hydro-electrical generation and power distribution projects
§ Identifying energy interventions with their merits and disadvantages

§ Assessing the plausibility and feasibility of the selected energy interventions and selection of priority interventions
§ Analysing financing instruments to be used for implementing the priority interventions and matching with different funders

- Developing Terms of References for detailed development of priority interventions.
