Revelle Group is looking for a Senior Local (Caribbean) Sustainable Energy Project Development Expert, Knowledgeable on RE and EE Project and Rural Electrification Development in the Caribbean Region, with Experience in Development and Evaluation of Sustainable Energy Projects for the short-term assignment: Support the Development of the Caribbean Sustainable Energy Investment Project Pipeline for CIF & ElectriFI’.

Background information

The following assignment is part of the ongoing project: Technical Assistance Facility (TAF) for the Sustainable Energy for All (SE4ALL) Initiative, for which Revelle Group is part of the consortium implementing it.  The TAF supports targeted developing countries located in one of the following regions: Neighbourhood (East and South), Asia (including Central Asia), Latin America, Caribbean and Pacific, to improve their policy and regulatory framework conditions in order to provide attractive and enabling conditions for increased public and private investment in priority areas of SE4ALL: i) Energy access; ii) Rural electrification; iii) Renewable energy and; iv) Energy efficiency.

This specific assignment aims at developing a comprehensive and detailed list (pipeline) of sustainable energy investment projects in the Caribbean region (based on an existing project list identified by CARICOM and CCREE, but also by other reliable sources). The assignment should also identify and assess the most promising ones that could be supported by the Caribbean Investment Fund (CIF) and/or ElectriFI.

Main Tasks
  • To support and facilitate contacts with the Regional Organisations, Project Developers, and Financial Institutions in the Caribbean Region;
  • Support the TAF NKE Team in reviewing the technical feasibility of specific project, providing technical local inputs on specific issues, and the technical feasibility of generation and transmission of energy in the corresponding Caribbean Countries.
Qualifications and skills
  • Master’s Degree or higher, in economics, financing, industrial engineering, Engineering/ Technical Management, energy studies or a related discipline and with a background on energy economics and financing and in sustainable energy deployment.
General professional experience
  • At least 10 years of relevant professional (technical) experience in the field of the assignment (as a practitioner);
  • Proven excellent report writing and communication skills (oral and written);
  • Fluent in spoken and written English;
Specific professional experience
  • At least 7 years in sourcing, developing, constructing and/or operating energy projects with a focus on RE technologies of various types (on-grid and off-grid systems; small, to large, decentralised and utility scale), energy efficiency and rural electrification;
  • Prior experience of working with representatives of energy associations/private sector/[SE project developers/academia in the Caribbean in order to ensure easy outreach to large variety of energy stakeholders;
  • Proven experience in preparing (pre-)feasibility studies and feasibility studies for SE investment projects;
  • Experience in developing and/or emerging markets and/or frontier markets;
  • Extensive experience in renewable energy, energy efficiency or /rural electrification project development in the Caribbean is required.
