Revelle Group is looking for a Senior International Technical Expert and Assignment Leader on Sustainable Energy Investment Projects with Experience in RE and EE Technologies for the short-term assignment: Support the Development of the Caribbean Sustainable Energy Investment Project Pipeline for CIF & ElectriFI’.

Background information

The following assignment is part of the ongoing project: Technical Assistance Facility (TAF) for the Sustainable Energy for All (SE4ALL) Initiative, for which Revelle Group is part of the consortium implementing it.  The TAF supports targeted developing countries located in one of the following regions: Neighbourhood (East and South), Asia (including Central Asia), Latin America, Caribbean and Pacific, to improve their policy and regulatory framework conditions in order to provide attractive and enabling conditions for increased public and private investment in priority areas of SE4ALL: i) Energy access; ii) Rural electrification; iii) Renewable energy and; iv) Energy efficiency.

This specific assignment aims at developing a comprehensive and detailed list (pipeline) of sustainable energy investment projects in the Caribbean region (based on an existing project list identified by CARICOM and CCREE, but also by other reliable sources). The assignment should also identify and assess the most promising ones that could be supported by the Caribbean Investment Fund (CIF) and/or ElectriFI.

Main Tasks

The Assignment Leader (AL) shall facilitate and lead the implementation of the assignment. His/her tasks will mostly consist of:

  • Overall management and coordination of all activities;
  • Oversee administrative management of the assignment;
  • Communicate and liaise with EUDs, public administrations, selected EDFIs, stakeholders and other Development Partners;
  • Reporting and ensure the quality and relevance of the deliverables that will be delivered
Qualifications and skills
  • Master’s Degree or higher in economics, engineering (electrical or mechanical) or a related discipline, and with a background on renewable energy (economics and technology), and on sustainable energy implementation issues, particularly in the context of Small Island Development States (SIDS)
General professional experience
  • At least 20 years (cat.1) or 10 years (cat.2) of relevant professional experience (as a practitioner);
  • Proven excellent report writing and communication skills (oral and written);
  • Extensive experience in leading teams of experts in a cohesive matter;
  • Very good interpersonal and technical skills;
  • Fluent in spoken and written English
Specific professional experience
  • At least 15 years of relevant professional (technical) experience in the field of the assignment (as a practitioner);
  • Extensive and proven experience in working with developers/utilities, investors and financiers on energy/renewable energy / energy efficiency/rural electrification projects;
  • Extensive experience in preparing pre-feasibility and feasibility studies, and project financing studies for SE investment projects;
  • Experience in renewable energy, energy efficiency or /rural electrification investments for island energy systems will be a particular advantage.
  • Previous experience with EC or EC-funded projects is desirable;
  • Experience in renewable energy, energy efficiency or rural electrification investments in the Caribbean or island countries will be a particular advantage.
