Revelle Group is looking for a Senior Expert in Renewable Energy and Development Cooperation for the short-term assignment: Caribbean Sustainable Energy event to take place in Trinidad & Tobago in May 2017- Providing Technical Support to EU Delegation to Trinidad and Tobago to organise and implement the event Providing EU Expertise in the field of sustainable energy’.

Background information

The following assignment is part of the ongoing project: Technical Assistance Facility (TAF) for the Sustainable Energy for All (SE4ALL) Initiative, for which Revelle Group is part of the consortium implementing it.  The TAF supports targeted developing countries located in one of the following regions: Neighbourhood (East and South), Asia (including Central Asia), Latin America, Caribbean and Pacific, to improve their policy and regulatory framework conditions in order to provide attractive and enabling conditions for increased public and private investment in priority areas of SE4ALL: i) Energy access; ii) Rural electrification; iii) Renewable energy and; iv) Energy efficiency.

This specific assignment aims at providing support to relevant DEVCO services and the EU Delegation to Trinidad and Tobago to organise and implement the EU-Caribbean Sustainable Energy event in Trinidad & Tobago at the end of May 2017.

Main Tasks

The expert’s tasks include, but are not limited to:

  • Preparing a ‘Road Map 2020’ to be presented by the Ministry of Energy and Energy Industries (MoEEI) at the conference;
  • Prepare topics of discussion (content) and propose relevant speakers;
  • Identify and propose facilitator(s) for the panel discussion and workshops;
  • Assist DEVCO services and the EU Delegation in outreaching activities to stakeholders for the preparation of the conference;
  • Support relevant EU services in the finalisation of deliverables;
  • Prepare and assist in facilitating the general discussion and debate, as well as draft statements, press releases and speeches.
Qualifications and skills
  • Master’s Degree or higher in economics, law, engineering (electrical or mechanical) or a related discipline, and with a background on renewable energy (economics and technology), and on sustainable energy implementation issues, particularly in the context of isolated and remote populations and/or SIDS
General professional experience
  • At least 15 years of relevant professional experience in the field of the assignment (as an academic / researcher, or as a planner or a practitioner);
  • Proven excellent report writing and communication skills (oral and written);
  • Fluent in spoken and written English
Specific professional experience
  • Experience in providing technical assistance / capacity building and consulting in RE technologies preferably in the context of island nations;
  • Experience in providing technical assistance /capacity building on the regulatory framework of energy transition/energy mix, preferably in the context of island nations;
  • Excellent knowledge on EU – third countries energy dialogues, and also with an excellent understanding of EU principles and policies in the field of Energy;
  • Knowledge of European Commission procedures and, in particular, of DEVCO procedures and instruments;
  • Prior experience of working with representatives of energy associations/private sector/academia in order to ensure easy outreach to large variety of stakeholders in the energy sector;
  • Prior experience in providing technical input for similar events;
  • Prior experience working with the European Commission (EC) most desirable;
  • Work experience in the Caribbean region will also be significant advantage.
