Revelle Group is looking for an International Coordinator and Senior Expert on Energy Planning & Policy for the short-term assignment: Support the operation of the Vietnam Energy Partnership Group (VEPG) Between the Government of Vietnam and Development Partners’.

Background information

The following assignment is part of the ongoing project: Technical Assistance Facility (TAF) for the Sustainable Energy for All (SE4ALL) Initiative, for which Revelle Group is part of the consortium implementing it.  The TAF supports targeted developing countries located in one of the following regions: Neighbourhood (East and South), Asia (including Central Asia), Latin America, Caribbean and Pacific, to improve their policy and regulatory framework conditions in order to provide attractive and enabling conditions for increased public and private investment in priority areas of SE4ALL: i) Energy access; ii) Rural electrification; iii) Renewable energy and; iv) Energy efficiency.

This specific assignment aims at facilitating through an Expert Team of the EU TAF the operation of the VEPG for the first year and of its activities, including by supporting and contributing to the VEPG Secretariat.  Building on the preparatory activities on the VEPG concept and the first EU TAF assignment to VEPG (between June 2015 and January 2017), the expected outcomes of this assignment include to firmly set the VEPG including its working groups, launch its policy and technical activities (e.g. policy dialogue and technical working groups) and operate the VEPG Secretariat on a day-to-day basis for its 1st year of operation. Additionally, by the end of this assignment, complementary or alternative funding of the VEPG and its Secretariat is expected to be identified.

Main Tasks

The International Coordinator shall facilitate and coordinate the implementation of the project. The tasks of the Coordinator will consist of:

  • Overall management and coordination of all activities;
  • Oversee the administrative management of the project;
  • Liaise with the Government, the EUD and other Development Partners;
  • Oversee the preparation and organisation of the VEPG Second High Level Meeting (HLM);
  • Monitoring and reporting and guarantee the quality of all the documents that will be delivered.
Qualifications and skills
  • Master’s Degree or higher (recommended) in engineering (electrical or mechanical), economics, energy and environmental technologies, or a related discipline, and with a background in energy planning and policy;
  • Excellent communication skills in English (reading / speaking / writing) are requested.
  • Competence in Vietnamese language would be an advantage
General professional experience
  • At least 20 years of relevant professional experience in the field of the assignment (as an academic / researcher, or as a planner or a practitioner);
  • A thorough knowledge of energy sector, energy policies and regulatory issues, and understanding of the energy challenges in developing countries, particularly in the context of Vietnam;
  • Experience on renewable energy, energy efficiency and rural electrification (economics and technology), and on sustainable energy implementation issues, particularly in the context of isolated and remote populations;
  • The ability to work in a Team under Vietnamese leadership would be a significant advantage;
  • The ability to work pro-actively and with diligence under tight deadlines, when necessary.
Specific professional experience
  • Experience as an Assignment/Team Leader would be required, including:
    • Substantial experience of networking, facilitation, policy dialogue and partnership;
    • Proven ability to develop solid partnerships with high level officials in order to achieve project results;
    • Proven access to a network among energy practitioners.
  • Experience in working in an international environment is required;
  • Experience of donors funded technical assistance / capacity building projects is required;
  • Previous working experience in Vietnam in the field of the assignment;
  • Experience in EU Development cooperation with DEVCO in Southeast Asia would be an advantage
