Revelle Group is looking for a Coordinator and Senior Expert on Energy Access, Renewable Energy, Energy Efficiency for the short-term assignment: ‘Support the operation of the Vietnam Energy Partnership Group (VEPG) Between the Government of Vietnam and Development Partners’.
Background information
The following assignment is part of the ongoing project: Technical Assistance Facility (TAF) for the Sustainable Energy for All (SE4ALL) Initiative, for which Revelle Group is part of the consortium implementing it. The TAF supports targeted developing countries located in one of the following regions: Neighbourhood (East and South), Asia (including Central Asia), Latin America, Caribbean and Pacific, to improve their policy and regulatory framework conditions in order to provide attractive and enabling conditions for increased public and private investment in priority areas of SE4ALL: i) Energy access; ii) Rural electrification; iii) Renewable energy and; iv) Energy efficiency.
This specific assignment aims at facilitating through an Expert Team of the EU TAF the operation of the VEPG for the first year and of its activities, including by supporting and contributing to the VEPG Secretariat. Building on the preparatory activities on the VEPG concept and the first EU TAF assignment to VEPG (between June 2015 and January 2017), the expected outcomes of this assignment include to firmly set the VEPG including its working groups, launch its policy and technical activities (e.g. policy dialogue and technical working groups) and operate the VEPG Secretariat on a day-to-day basis for its 1st year of operation. Additionally, by the end of this assignment, complementary or alternative funding of the VEPG and its Secretariat is expected to be identified.
Main Tasks
- The Coordinator will meaningfully assist the Assignment Leader with the overall communication, in particular with the:
- Government Institutions and other Vietnamese Stakeholders (Public and/or Private), as well as implement all activities to be undertaken and undertake the necessary analytical work emanating from the scope of this assignment;
- Setting-up and supervising the technical Working Groups established in the fields agreed with the stakeholders, and to monitor their activities;
- The Coordinator will take care of support activities and all reporting related to: (i) VEPG meetings with all or part of the stakeholders (Public or private; Vietnamese or International), as well as of the technical Working Groups (TWGs) activities (e.g., concept notes, technical papers, etc.), and (ii) to collect all relevant information and documents in support of the VEPG’s activities.
- The Coordinator will be in charge of the Information system and communication (including VEPG web site, newsletter and databases);
- The Coordinator will support the preparation and organisation of the VEPG Second High Level Meeting (HLM)
Qualifications and skills
- Master’s Degree or higher (recommended) in economics, engineering (electrical or mechanical) or a related discipline, and with a background on renewable energy, energy efficiency and rural electrification (economics and technology), and on sustainable energy implementation issues, particularly in the context of isolated and remote populations;
- At least 10 years of relevant professional experience in the field of the assignment (as an academic / researcher, or as a planner or a practitioner);
- Excellent Communication Skills in English and in Vietnamese (reading / speaking / writing) are requested;
- Strong computer skills.
General professional experience
- A thorough knowledge and understanding of Government of Vietnam's energy sector structure;
- Substantial networking, facilitation of policy dialogue and partnership experience;
- The ability to work pro-actively and with diligence, to tight deadlines when necessary
Specific professional experience
- A thorough knowledge and understanding of Vietnam's energy sector, including legal, institutional, policy and regulatory frameworks and challenges;
- Experience in working in an international environment would be a value added;
- Previous involvement in energy-related projects/actions in Vietnam would be an advantage
